Saturday, March 22-Rep. John Kefalas, Rep. Randy Fischer, Senator Bob Bacon will host a town hall meeting on the topic of higher education from 9:30-11 a.m. at the Harmony Library Community Room, 4616 S. Shields, Fort Collins (Southeast corner of Harmony and Shields).

Saturday, March 22-Rep. Andy Kerr and Senator Betty Boyd will host a town hall meeting on aging baby boomers and long-term health care options from 9:30 to 11 a.m. at Lakewood United Church of Christ, 100 Carr St., Lakewood.

Lawmakers Demand Fair Play for Colorado Fans

Bill giving fans more control over the tickets they buy for events passes House Committee

DENVER – On Thursday, State Representative John Soper (D-Thornton) moved a bill that would make the south stands stand up and cheer.  Senate Bill 25, which passed the House Business Affairs & Labor Committee last night on an 8 to 1 vote, would give fans more control over tickets they purchase for events. 

“It's unfair not to allow loyal fans to resell their tickets. This is a personal property rights issue, and I’m proud to stand with the fans on this,” said Rep. Soper.   

The proposed legislation would allow individuals to resell their tickets without team or venue approval.  The proposed legislation is intended to counter professional sports teams from monopolizing the secondary ticket market by ensuring that once a fan buys a ticket, he or she is the sole owner.  It also requires fans to get refunds for event cancellations, admission denials, counterfeits, or if a ticket fails to conform to its description as advertised.    

“It’s not about punishing any one team,” said Representative Soper.  “It’s about clarifying and enforcing the rights of ticket holders.  It’s about not pricing middle-class Coloradans out of stadiums and arenas.  And it’s about consumer freedom.”

The bill does not apply to future rights to seats.  It only applies to individual games.  It was drafted as a response to the efforts of professional sports teams and ticket outlets across the country from attempting to expand their revenue bases by monopolizing secondary ticket markets. 

The bill now moves to the House floor for further debate.

DENVER–One day after Senator Lois Tochtrop (D-Thornton), Representative John Soper (D-Thornton) and others gathered at Invesco Field at Mile High to discuss the bill informally known as the “Colorado Fan Act,” Senate Bill 24 passed the Senate unanimously on its final vote.  The proposed legislation would allow individuals to resell their tickets without team or venue approval. 

“I’m pleased to see this bill pass today,” remarked Sen. Tochtrop. "Denver has some of the most loyal fans in the country, and it's unfair not to allow these people to sell their tickets to whomever they choose. This is a personal property rights issue, and I’m proud to stand with the fans on this.”

The proposed legislation is intended to counter professional sports teams from monopolizing the secondary ticket market by ensuring that once a fan buys a ticket, he or she is the sole owner.  It also ensures that fans receive refunds for event cancellations, admission denials, counterfeits, or if a ticket fails to conform to its description as advertised.    

“It’s not about punishing any one team,” said Rep. Soper.  “It’s about clarifying and enforcing the rights of ticket holders.  And it’s about consumer freedom. It is absolutely wrong not to let fans who love and follow these teams resell their tickets.”   

The bill now moves to the House for consideration.
